Considerations on the Governance of the IV Constitutional Government in 2008
The President of the Republic of Timor-Leste welcomed the success of the actions and measures implemented by the Government during the past year: the Government of RDTL IV succeeded in only one and a half years in solving the problems related to internally displaced persons (IDPs) with the petitioners and, with the allocation of pensions for former combatants of national liberation, the elderly and other vulnerable segments of the population.
Ramos-Horta has made this assessment of the performance of the Government in 2008, at a meeting hosted by government in Farol on December 18 (2008), as referred to in newspapers Timor Post (20/12/2008) , STL and Official Gazette (22/12/2008).
Jose Ramos-Horta pointed out that "the government of Xanana solved problems inherited from the previous government, such as the question of the petitioners and the internally displaced."
In his view "in some countries these problems take years or even decades to be solved." The President Jose Ramos-Horta, who previously played the roles of Minister for Foreign Affaris in the First and Second Constitutional Governments, argued that "the success of the IV Constitutional Government is due to the leadership of Prime MinisterKay Rala Xanana Gusmao.
Highlighted the merits of the current PM to have achieved the consolidation of the two institutions of the State, F-FDTL and PNTL, demonstrated through the joint operation "Halibur" that followed the attacks of 11 February (2008). "
The satisfaction of the population within the country
Faced with the entourage of the IV Constitutional Government, led by PM Kay Rala Xanana Gusmao and accompanied by Deputy Prime Minister, Jose Luis Guterres, and other members of the government, Jose Ramos-Horta, recalled his visits to the interior of the country and encounters with a people confident before the institutions of the state, a people living in a climate of confidence. In short, the confidence of people in state institutions was recovered, and vice versa. "This has not happened by chance" and is "a reflection of the successful reforms of this Government IV", he reiterated.
The impact of the Government Policy
Resulting from meetings with the population of the interior of East Timor, the President noted, with satisfaction, a feeling of general well-being for policies implemented by the government of which we highlight in this context, the policy on agriculture and social policies.
In the context of national stability, he stressed the importance and contributions of two institutions of the State, F-FDTL and PNTL, and youth.
