Each one of us is different and have
had different opportunities to show leadership and capacity either as a
Chairmen or Manager. Every single State Institution or Organizations needs good
Leadership to perform and to reach its goals of future Development Plans. We
need good leadership like Kay Rala Xanana Gusmão,
Mari Bin Amude Alkatiri as well as the others to guide us forward, to reach at
least 51 % of our National Development Plan from 2012 to 2022. Hopefully, we
can reach 99% in 2030.
As civil servants of the State,
mainly engaged in the area of diplomacy, we need to understand the difference
between politics, the executive and the administration.
To avoid negative impact occurring in
an institution, we need to understand the rules, in order to guide us in the
norms and the ethics of the applicable regiment within the institution. If not,
then the institution could face problems and challenges, thus affecting the
country as a consequence of any misunderstanding or mistakes.
Politics and Politicians must not think
that the management of Administration and Finance belongs to them. That’s why
as a State and nation building we need the potential human resources to perform
professionally, with integrity, discipline, transparency and responsibility, capable
and fully experienced to develop the country through each sector of development
in Timor-Leste.
Those bad experiences have shown
several times that if our controls of the management and administration systems process performs
outside the norms of professionals rules and ethics, then it would invite those
Government Officer (civil servant) within the State Institution to play double
standards with the politics and the politicians
to reach some indirect benefits.
This normally happens in various
countries caused by low salaries and wages and high living costs. We must
accept and recognize that in some State institutions in Timor-Leste or even in
those post conflict and poor countries, some politicians do not have enough capacity
and wisdom to handle issues such as good leadership.
A leader or a good manager will improve
the system of the Government Officer (civil servant) within the State
institutions to avoid corruption, collusion and nepotism.
The triangle of Corruption-Collusion-Nepotism
is the real fatal virus that opposes and kills the reinforcement of the system
of the State Institution all over the country that has been pledge by the
Government of Timor-Leste. Corruption-Collusion-Nepotism,
attitude like and dislike, abusing the power through the facilities and
opportunities of the State through the activities of the Institution and the
organization are our moral deficiency that needs strong courage to resist.
To protect the interest of the State
and the Government, each of us must feel proud as a member of FALINTIL for
development to fulfil the independence. We are new FALINTIL fighters for our
National Development Plan to protect and to promote our country, Timor-Leste.
Our rules are not to carry the gun
like before, but to upgrade our country as
like others in the world, through hard study, working hard in each institution
to gain more experience and to reach our goals of the National Development Plan
of Timor-Leste. This means that we will reach another way to become a new Hero
to serve our people and our beloved country by listen to them carefully and
find the solution together.
Our good experiences left behind
every day, will lead us to the recognition of good leadership by others, to become their great leader in the future. To Lead
them as simple and good Managers with intelligence of the brain as well as
with the wisdom of its bottom of hearts in implementing and obey the rules. This is the policy and the decision to serve
our humble people and to sake our great nation, the Democratic Republic of
Timor-Leste, the end island of Asia and the beginning of the pacific.
Good leadership and good leader,
know how to Lead its people to
become the future potential and to anticipate the big challenges face by the
people and the country in the future. THANK YOU
