INTERNATIONAL AID AGENCIES NEED TO BE MORE RESPONSIBLE IN REPORTING ON THE NATION
The spokesman for the Government of Timor- Leste, secretary of State for the Council of Ministers, Agio Pereira, said that international aid agencies like OXFAM need to be more responsible when using nations like Timor-Leste as case studies to promote their own agendas.
Pereira pointed out “ In the last five years, the Timorese have been the source of over 1200 studies and an equal amount of surveys from a wide variety of international aid agencies like OXFAM. The are all conflicting in methodology, data, findings and recommendations. We are calling for a more coordinated effort across agencies in delivering a sound and accurate assessment of the progress in Timor-Leste”.
It is becoming more evident to us that organizations like OXFAM believe good news stories do not equate to robust donation donations. When you have dozens of aid agencies competing for donor funding, small developing nations like Timor-Leste become part of the ongoing pitch rather than a vital part of the dialogue to demonstrate how concrete donor funding in coordination with a pro-active Government investing heavily in food security can produce significant results”.
During OXFAM’ s recent campaign for World Food Day, their portrayal of the food security situation was considered inaccurate.
Pereira stated “ The IV Constitutional Government of Timor-Leste has taken significant measures to ensure food security. It has been a focused and integrated campaign between the Ministry of Social Solidarity, The Ministry of Agriculture, The Ministry of Health, The Ministry of Education, The ministry of Economic and development, The Ministry of Finance, the Ministry of , The Ministry of Trade and Commerce, The office of the Deputy Prime Minister and The office of The Prime Minister. In fact, the entire Cabinet of Minister has contributed to the consolidated effort in ensuring our citizens have access to food, not to mention the other international aid agencies in Timor-Leste working for the common goals.
Currently, Timor-Leste has 16 international agencies from 24 donor partners working under a coordinated effort between the Government, the World Bank and UNMIT.
While we welcome the international organizations to combat hunger and praise OXFAM for their contributions to the global community, let me be clear in saying the Government of Timor-Leste is leading this fight against hunger and achieving”.
Oxfam report last year an income of $63,387,071.00 AUD from various sources. Expenses for program cost reported to be $ 36,145,977 AUD, the rest allocated for administrations costs, fundraising costs, costs of goods sold and services provided, administrations cost and finance costs.
Reports for the 2007 financial year for Oxfam Australia Trading Pty Ltd (OAT), a series of shops selling merchandise, reported a loss of $ 866,240 last year and a loss in 2006 of $422,704.
Pereira closed by saying “ While these organizations do important work, They have become highly corporatized in their pursuits to contribute to the development of small post-conflict nations like Timor-Leste. We ask that They sensitize and prioritize their operations to provide a more accurate overview of issues like food security to ensure overall efforts improvements are recognized and appropriately represented” ENDS
